IT professional Director (Governance, Outsourcing, IT Management)

In charge of IT Progamme Direction of outsourced contracts  :

• Governance of multi-annual IT service deals (several millions ?) according MSP, ITIL and PRINCE 2 management practices.  In charge of piloting IT service transformation to provide result-oriented service provisioning to business users: transition from old to new IT services; continuous IT service operations: service desk, service support & service delivery, technical operations of Data Centers (applications, systems, SANs, networks, security) 24/7 according BCP supporting the IT Service catalogue; reconception of data center operational models including new technology architecture, DRP and operations processes.

• Tactical and strategic advice to CIOs :  IT Management Strategy & IT Improvement programme (processes, technology, people) inside organisations, provision of business benefits to Management Board(s), implementation of integrated IT governance between customer and provider organisations.

First mission is Sibelga ISP 2009 outsourcing programme (5 years) : Crisis management, re-staffing, vision and programme re-direction, assuming transition from ancient ISP (Belgacom/Telindus), work inside a framework contract with SLA metrics for a 1st time outsourced customer (Systems & Telecom hardware and software, service operations fixe-price contract, introduction of governance, coordination of contractors including KBC IT services, P&L responsibility. Handover to less Senior Director/Manager for Service Management once managed service operations rached their SLAs and customer satisfaction has been achieved.  Shadow management.

Second mission (April 2010) is qualification of governance on Paneuropean Outsourcing programme at BULL Netherlands in 22 countries including heaving IT and organizational transformations for programme re-shaping and delivery.

Third mission since June 2010 is coordination of BULL pre-sales between delivery and sales teams : screening of tenders, process follow-up with bid team, content checking, financials, elaborating strategy of response for service delivery team (scope of action : Public, private and EU sectors), engagement and transition management for won bids.

Member of Management Commitee of FEDICT (Belgium's Federal ICT). In charge of setting-up and directing IT Service Management of e-government and common ICT services between belgian Public Federal Services. Service Management includes ICT public procurement and contracting, the relationships with external and internal ICT services providers as well as ICT operational Service Management according sourced SLAs (Service Level Agreements). Operational Service Management includes operating common elements of e-government service infrastructure (e-portail, networks, PKI, transactional applications) as well as service support (Helpdesk and Central Management Systems).  Setting-up Information Security management.

Sponsor for eID programme (2004-2007) : turning the pilot project into a programme :industrialisation (from 100.000 up to 6 millions cards) robustness and process improvements of CA services (above 99,5 %) and card middleware.

Sponsor for Portal programme www.belgium.be (V1, and migration to V2) : transforming the one-for-all service provision from Accenture into multisourcing from specialised providers (new shared data centers, infrastructure, security, applications, service desk) with governing delivery and support processes.
